The Victoria County Sheriff's Reserves were organized in November 1973. The original officers were James Morris as president, Herbert Post as Vice President and Claude Hawkins as Secretary. George Filley Jr., Claude Hawkins and Frank Hurley were the incorporators who filed for a State Charter on May 7, 1974. The State Charter was approved and a letter to that effect is dated May 21, 1974.

The role of the Victoria County Sheriff's Reserves is to assist the Victoria County Sheriff's Office and to render emergency services to the best of their abilities.

A candidate for Reserve Officer must go through the same screening process as a candidate for full-time officer. The candidate for Reserve Officer must be a licensed peace officer. A candidate who is accepted must purchase his or her uniforms and equipment.

The training of a Reserve Officer is the same as a full-time Officer. Most of the mandatory training can only be done on weekdays during normal working hours and it is the Reserve Officer's responsibility to receive this training.

The Reserve Unit has a maximum limit of 30 officers. There are currently openings for qualified candidates who pass the screening process.

The Reserve Unit contributes over 2,000 hours annually to the Victoria County Sheriff's Office, primarily in the Patrol Division. The Unit helped establish and contributes to the Kyle Hardesty Scholarship Fund each year. The Unit's only source of income is from the collection of membership dues.

The Richard Kyle Hardesty Scholarship Fund awards scholarships to deserving college students whose studies are in Law Enforcement. Richard Kyle Hardesty was a Reserve Officer and later became a full-time Officer. He was killed in a car and train collision while returning from Port Lavaca on an emergency run to deliver blood to Citizen's Hospital.
